Member Railroads - Any Class II or Class III short line railroad, belt line, or switch carrier located or operating within Virginia under the authority of the United State Surface Transportation Board or any successor thereto.

Class I Members - Any Class I railroad or passenger carrier located or operating within Virginia.

Customer Members - Any railroad customer.

Associate Member - Any other individual, organization, corporation or other legal entity interested in Virginia railroads.
